Applications Open for the Priority Financing Certificate (ÖFB)

Applications have opened under the Priority Financing Certificate (ÖFB) scheme introduced by the Ministry of Industry and Technology.

The new framework aims to facilitate access to Investment Commitment Advance Loan (YTAK) financing for eligible manufacturing investments that hold an investment incentive certificate.

The ÖFB is an eligibility certificate that allows investors to apply for YTAK financing. The ÖFB itself is not a loan. Once the certificate is obtained, the financing process continues through the bank.

Therefore, ÖFB and YTAK are different:

ÖFB is an eligibility certificate.
YTAK is the financing / credit mechanism.

Who Can Apply?

The call mainly targets manufacturing companies that hold a valid investment incentive certificate.

One of the key conditions is that the total investment amount must be at least TRY 100 million.

The assessment is not based only on the size of the investment. The type of investment, technology level, realization rate, export performance, and R&D capabilities of the company are also taken into account.

Certain strategic and priority investments may be evaluated directly, while other investments are subject to a scoring system.

For these investments, a minimum score of 50 out of 100 is required to obtain an ÖFB.

Which Investments Stand Out?

The ÖFB scheme is particularly relevant for:

new production facility investments, capacity expansion projects, modernization investments, machinery and equipment investments, production line investments, and technology-intensive manufacturing projects.

In addition, Project-Based Investments and certain investments under the Türkiye Century Development Initiative are also among the priority groups considered under the ÖFB framework.

How Much Financing Can Be Obtained?

For eligible investments, YTAK financing may cover up to 50% of the total investment amount.

The maximum financing limit is TRY 1 billion.

For example:

A TRY 100 million investment may qualify for up to TRY 50 million,
a TRY 500 million investment for up to TRY 250 million,
a TRY 1 billion investment for up to TRY 500 million,
and a TRY 2 billion investment for up to TRY 1 billion in financing.

Even if the investment amount exceeds TRY 2 billion, the maximum financing limit remains TRY 1 billion.

What Is Considered During the Evaluation?

The ÖFB assessment considers both the characteristics of the investment and the existing capabilities of the company.

Key factors include whether the investment is classified as medium-high or high technology, whether it is a modernization or expansion investment, its realization rate, export performance, location in an Organized Industrial Zone or Industrial Zone, and the company’s R&D capabilities.

Having an R&D Center, Design Center, operations in a technology development zone, previous TÜBİTAK-supported projects, or registered patents may also strengthen the company’s position in the evaluation.

How to Apply?

Applications are submitted electronically through the Ministry of Industry and Technology’s Investment Loan Application System.

Application portal:

yatirimkredisi.sanayi.gov.tr

Each investor may submit a maximum of 3 applications under the call.

For this reason, companies with multiple investment projects or incentive certificates should determine in advance which investment they want to prioritize.

How Does the Process Work?

The process starts with a valid investment incentive certificate.

The investor then submits an ÖFB application, which is evaluated by the Ministry.

If the investment is found eligible, the ÖFB is issued.

After this stage, the investor applies to a bank for YTAK financing.

The bank separately evaluates the company’s financial structure, creditworthiness, collateral position, and the feasibility of the investment.

If approved, the financing process continues.

Important Note

Obtaining an ÖFB does not mean that the loan is automatically approved.

The ÖFB enables the investment to apply for YTAK financing. The final credit decision is made after the bank’s assessment.

For this reason, it is important to evaluate the investment both in terms of ÖFB eligibility and financing structure before applying.

If you are planning to expand your investment, increase your production capacity, or establish a new production facility, we can assess whether the ÖFB and YTAK financing opportunities are suitable for your business.
