KOSGEB Employment Protection Support Programme Expanded
KOSGEB Employment Protection Support Programme Expanded
KOSGEB has expanded the scope of the Employment Protection Support Programme, which is designed to facilitate access to finance for manufacturing companies, support production capacity, and help preserve existing employment.
Under the new arrangement, the programme is no longer limited to SMEs; large enterprises are now also eligible. KOSGEB’s financing support has been increased from 10 percentage points to 12 percentage points, while the maximum loan limit for large enterprises has been raised to TRY 150 million. Applications under the expanded programme will be accepted between 1 September and 31 October 2026.
Who Can Benefit?
The programme is open to SMEs and large enterprises operating in sectors supported by KOSGEB, provided that the main or secondary NACE activity code of their headquarters or branch falls under Section C – Manufacturing.
Applicants must also have an up-to-date Enterprise Declaration and must operate as a natural or legal person within the scope of the Turkish Commercial Code.
How Much Financing Can Be Used?
The maximum loan limits are:
- Up to TRY 50 million for SMEs
- Up to TRY 150 million for large enterprises
However, the actual loan amount is not automatically determined based on the upper limit. It is calculated according to the monthly average of the total earnings subject to social security premiums for the January–June 2026 period.
For enterprises with financial capability or R&D capability, the calculated loan amount may be applied at an increased level.
What Are the Loan Terms?
Loans under the programme may be used with a principal grace period of up to 6 months and a total maturity of up to 36 months.
For fixed-interest or fixed-profit-share loans, the maximum rate that banks may apply is 37%. For variable-rate loans, the maximum rate is set at TLREF + 1.
The total fees and commissions that banks may charge, including allocation and disbursement fees, cannot exceed 1% of the loan amount.
KOSGEB Provides 12-Point Financing Support
One of the most important changes in the new period is the increase in KOSGEB’s financing support from 10 points to 12 points.
The support amount available to each enterprise is limited to the amount corresponding to 12 support points for loans used after the application date.
Employment Must Be Maintained
The programme is designed not only to improve access to finance but also to support the continuity of existing employment.
For this reason, enterprises using the loan must maintain their average monthly social security premium day count recorded during January–June 2026 throughout the July–December 2026 period.
Enterprises meeting this condition may benefit from KOSGEB’s financing support.
Guarantee Support for SMEs
To facilitate access to finance for SMEs that may face difficulties in providing collateral, guarantee support may be available through KGF, KFK and İGE.
Which Banks Participate in the Programme?
Loans may be used through a total of 15 banks and participation banks:
Ziraat Bankası, VakıfBank, Halkbank, TEB, Türkiye İş Bankası, Garanti BBVA, Akbank, Yapı Kredi, DenizBank, QNB, Ziraat Katılım, Kuveyt Türk, Türkiye Emlak Katılım, Türkiye Finans Katılım and Vakıf Katılım.
Application Deadline: 31 October 2026
Applications for the expanded Employment Protection Support Programme will remain open until 31 October 2026.
The programme offers an important financing opportunity for manufacturing enterprises by facilitating access to finance while supporting the continuity of production and the preservation of existing employment.
