KOSGEB’s Capacity Development Support Program – 3rd Application Period for 2026 has started. The program aims to increase the production capacity, efficiency, resilience, and market strength of SMEs while supporting scale-up and digital transformation investments.

The 3rd application period for 2026 started on 22 August 2026 and will end on 15 September 2026.

What is the Capacity Development Support Program?

The Capacity Development Support Program, implemented by KOSGEB, aims to facilitate access to finance for SMEs with growth and development potential.

The program supports investments designed to increase production capacity, improve efficiency, strengthen organizational structure, and accelerate digital transformation.

What Areas Are Supported Under the Program?

Under the Capacity Development Support Program, interest or profit-share support may be provided for financing used for various expenses related to the project.

Machinery and Equipment Investments

Machinery and equipment investments aimed at increasing the production capacity and operational strength of businesses may be evaluated within the scope of the program.

Software and Digital Transformation

Interest or profit-share support may be provided for financing used for software license fees, cloud access costs, and subscription-based software expenses.

Personnel Expenses

Financing used for new personnel to be employed during the project period or for certain expenses related to existing personnel may also be eligible for support.

Service Procurement Expenses

Financing expenses related to services such as training, consultancy, certification, testing and analysis, marketing, design, and industrial property rights may be evaluated within the scope of the program.

Support Amount and Duration of the KOSGEB Capacity Development Support Program

For the 2026 implementation period, the project duration is 24 months, while the maximum loan maturity is 36 months.

Businesses may benefit from 20-point non-repayable financing support for loans obtained from financial institutions. A guarantee opportunity may also be available through the Credit Guarantee Fund (KGF).

Who Can Apply?

Businesses wishing to benefit from the program must meet the eligibility requirements determined by KOSGEB.

Eligibility is assessed based on criteria such as:

• Registration status in the KOSGEB database
• SME status
• Company type
• Field of activity
• Growth criteria
• Project scope and investment characteristics

For businesses operating in the manufacturing sector, an Industrial Registration Certificate and other relevant requirements may also apply.
