TÜBİTAK 1707 Order-Based R&D Projects supports the development of innovative products and processes tailored to customer needs.

The program aims to increase the R&D capacity of SMEs and accelerate the commercialization of developed projects.

What is the TÜBİTAK 1707 Support Program?

Under the 1707 Program, a Customer Organization and at least one Supplier Organization jointly develop a project.

• The Supplier Organization carries out the R&D activities.
• The Customer Organization monitors the project process.
• The Customer Organization provides co-financing for R&D costs.
• The project output is expected to be introduced to the market and commercialized.

Who Can Apply?

Organizations of different scales may apply jointly to the program.

Customer Organization:

• Must be a capital company established in Türkiye.
• May be an SME or a large-scale enterprise.
• Must have a need for an R&D-based solution.

Supplier Organization:

• Must be established in Türkiye.
• Must be an SME-scale capital company.
• Must carry out the R&D activities within the scope of the project.

One Customer Organization and at least one Supplier Organization submit a joint application.

What Types of Projects Are Supported?

There are no sectoral or technological field restrictions under the call.

Projects from all sectors and technology areas may apply. The project is expected to have high commercialization potential.

The following issues should be clearly explained in the application:

• Customer need
• R&D activities
• Technical feasibility
• Market research
• Project plan
• Commercialization potential

Project Budget and Duration

Under TÜBİTAK 1707, the project budget may be up to TRY 10 million.

The maximum project duration is 24 months.

Even in cases where an extension is granted, the total project duration cannot exceed 24 months.

What is the Support Rate?

The Customer Organization pays at least 40% of the realized project expenditures to the Supplier Organization.

TÜBİTAK provides 40% of the approved eligible expenditure amount as a grant, subject to evaluation.

Certain project-related expenses of the Customer Organization may also be supported, including:

• Management activities
• Quality activities
• Testing and validation
• Field verification of the product
• Intercity travel expenses

The upper limit of support for Customer Organization personnel is 18 person-months.

2026 TÜBİTAK 1707 Call Schedule

Three call periods are planned for 2026.

1st Call Period: 2 January – 13 March 2026
2nd Call Period: 4 May – 17 July 2026
3rd Call Period: 1 September – 13 November 2026

Applications are submitted through TÜBİTAK’s online application system.

Additional Score Application

Projects addressing either “Technological Leap in Industry” or “Digital Leadership” may receive an additional +5 points.

Depending on the commercialization performance of previous TÜBİTAK projects, an additional score ranging from -5 to +5 points may also be applied.

Commercialization Process

The 1707 Program places importance not only on the R&D stage of the project but also on its commercial potential.

The project output is expected to be introduced to the market by the Customer Organization and/or the Supplier Organization.

After project completion, commercialization performance is monitored. This monitoring period may continue for up to 60 months.

Reporting Process

Project activities and expenditures are submitted to TÜBİTAK through periodic reports.

The calendar year is divided into two reporting periods:

• 1st Period: 1 January – 30 June
• 2nd Period: 1 July – 31 December

Periodic reports must be submitted to TÜBİTAK by the end of the second month following the end of the relevant reporting period.

Key Points to Consider When Applying for TÜBİTAK 1707

It is important that the project provides a clear solution to the customer’s need.

In addition to the technical activities, the market and commercialization plan should also be strong. The R&D activities to be carried out by the Supplier Organization must be clearly defined in the project proposal.

Organizations that fall within the scope of related parties may not participate in the same project as the Customer Organization and Supplier Organization.
